The final 2019 Medicare physician fee schedule’s Quality Payment Program (QPP) and its two components, the Merit-based Incentive Payment System (MIPS) and the Advanced Alternative Payment Model (APM), have few meaningful changes from July’s proposed rule — which may be a sign that, as the program enters its third year, CMS considers it on track to provide the care and cost improvements as intended.

Wait for it: CMS cued the music then placed its earth-shifting E/M changes on hold for two years. The earliest that medical practices will have to brace for a raft of payment and documentation revisions is Jan. 1, 2021, according to the final 2019 Medicare physician fee schedule released Nov. 1.
